JUST two of the City of Perth’s six member executive team are still in their roles hours out from the expected suspension of the capital city council.
Community and Commercial Services director Rebecca Moore has gone on sick leave, joining the city’s planning and development director Erica Barrenger, corporate services director and former acting chief executive Robert Mianich and chief executive Martin Mileham.
Acting chief executive Annaliese Battista, who was appointed to the role on Tuesday, and Construction and Maintenance director Paul Crosetta remain at work.
Local Government Minister David Templeman is expected to suspend the council and launch a panel inquiry this afternoon following a fortnight of chaos at the city. A commissioner or commissioners will be appointed to run the council until a decision can be taken about whether the council will be sacked.
As revealed by thewest.com.au councillors have been locked out of their emails and computers since yesterday afternoon after a directive from the Department of Local Government. Elected members were also told to “refrain from physically removing any related items from the city’s premises”.

The Department has been investigating the city since Mr Mileham went on stress leave last month, alleging an unsafe workplace. The city has since revealed that Mr Mileham raised concerns about elected member behaviour with Worksafe in mid-2017 and subsequently referred some to the Department.
Mr Mileham took sick leave in February, 10 days after learning he was the subject of a secret legal probe and the day before a meeting of the City of Perth’s CEO Performance Review Committee. His replacement, Mr Mianich, took sick on Tuesday ahead of a special council meeting at which councillors planned to oust him. Ms Barrenger also subsequently took sick leave.
Ms Moore took sick leave on Friday as The West Australian revealed she had written a memo activating the city’s crisis management plan and appointing herself as crisis manager on Tuesday ahead of that night’s special council meeting. The meeting went ahead anyway and Ms Battista was appointed to the role of acting chief executive.
