"That's what you get when you don't pay your bills."

According to witnesses that's what a truck driver yelled out the window after allegedly dumping tonnes of rubbish out the front of a newly built home in Bayswater, Perth.

Neighbours says three trucks dumped the piles of building material around 7:30pm on Wednesday night.

"There was one semi-trailer and two tip trucks, they came around and dumped their rubbish over the road, it was very noisy," neighbour Rob said.

"They had big building rubble, very big pieces of concrete which I think damaged the building and also the driveway.

"One of the neighbours talked to the driver and they said 'this is what happens when you don't pay your bills mate."

"They're (new owners) nice people, they just bought it at an action and it's all paid for, fortunately he's insured.

"They are very much an innocent victim."

The mess covers the driveway and front yard and has damaged the paving.

9 News understands the home is owned by a young couple who bought it a few months ago a from a builder who was unable to finish the construction.

The building company allegedly went in to administration in the middle of last year.

The home is still not complete and the new owners have not been able to move in.

If they can't find out who dumped the rubbish it will likely be up to them to foot the clean-up bill, which could be as much as $5,000.

Police are investigating the incident.
