The Berejiklian government has marked exactly a year since public submissions closed for its NSW Koala Strategy but no plan is in sight even as land clearing continues to destroy key habitat in the state.

Advice to Environment Minister Gabrielle Upton obtained under freedom of information laws suggested the government exclude core koala woodlands from its new Land Management Code.

"Less than 1 per cent of identified koala habitat is protected from clearing under the code," the document from the Office of Environment & Heritage dated August 25, 2017, states.

Sunday marks 12 months since public comments closed on a new koala plan. The previous recovery scheme lapsed in 2013.

"It is now 2018 and NSW has been without a plan to save koalas for five years," Penny Sharpe, Labor's environment spokeswoman, said.
