A State Government minister says his passion for the job led him to tell a female country mayor that a roads funding package was "better than a kick in the dick".
Roads Minister Luke Donnellan came under attack in State Parliament on Tuesday over his language, with Coalition MPs also accusing the Labor frontbencher of calling a CFA captain a "banjo-playing dingbat."
The minister did not deny the "dingbat" comment, but insists it was about members of the Victorian Nationals.
Mr Donnellan told the Parliament that he had apologised to Corangamite mayor Jo Beard over the "kick in the dick" comment, saying he had meant to say the roads money for the area was "better than a kick in the head".
But that did not satisfy Mr Donnellan's pursuers on the Opposition benches with Coalition frontbencher Emma Kealy saying it was "disgusting" that a minister might "endorse a kick [to] someone's head."
