More than 36,000 people have had their power switched back on after wild winds left Victorians in the dark and caused chaos on some train lines. 

A severe weather warning was issued for the southern part of the state, with damaging winds averaging 60km/h with gusts of up to 100km/h developing over western Victoria.

United Energy reported at least 38,000 customers without power at the peak of the outages from St Kilda south to Dromana.

Meanwhile, a teenage boy has been taken to hospital with head injuries after a tree fell on him in Hastings.

The 18-year-old man was struck on Lefroy Lane and was rushed to Frankston Hospital in a serious condition.

St Kilda received the strongest wind gusts in Victoria, reaching a peak of 109km/h this morning. Meanwhile, South Channel Fort, in Port Phillip Bay, reached 106km/h.

Essendon, Laverton and Frankston all copped winds of more than 87km/h.

The State Emergency Service (SES) received more than 400 calls for help after the winds rolled through. 

Melbourne's CBD also copped the brunt of the winds, with an art installation in Federation Square being ripped apart.

The strong winds blew a cable reel off a truck on the Westgate Bridge, closing two lanes.

The Nepean Highway was closed in both directions at Grange Road in Frankston South after asbestos sheeting blew on the road.

Due to the nature of the debris, VicRoads kept the road closed for several hours.

The Bureau of Meteorology (BoM) is advising people to move cars away from trees and secure loose items.

Tomorrow winds are expected to be less severe, with BoM forecasting a partly cloudy day for the city and chance of showers in the south-east.

Wind speeds are expected to reach to 30km/h, before tending west and reducing down to 20km/h later in the day.
