A drug-dealing bomb maker wanted by police has been identified as one of the men killed in a horror crash in Geelong.

Police confirmed Grant Rankin, 46, of Geelong, was one of two men killed in an accident after a car allegedly ran a red light in the suburb of Norlane on Sunday night.

Investigators believe a Ford Territory was speeding when it went through a red light about 11.50pm before hitting Rankin, who was travelling through the intersection in a Holden Commodore.

The driver of the Territory, a 30-year-old Corio man, died at the scene on the corner of the Princes Highway and St Georges Road. The passenger, a 37-year-old Corio man, survived the crash with non-life threatening injuries.

A police spokeswoman on Tuesday declined to say what Rankin had been wanted for.

Rankin was jailed in 2015 after police officers found two explosive devices in his Whittington home during a drug search.

He was charged with manufacturing explosive devices, dealing in the proceeds of crime and trafficking and possessing methamphetamine.

Geelong Highway Patrol acting Senior Sergeant Mark Thompson said the cause of the collision remained unknown but that investigators believe speed was a contributing factor in the crash.

Car parts from both vehicles were scattered across the road on Sunday evening.

Sergeant Thompson said the Territory was "not wanted for anything, not involved in any police pursuit, no police involved. [It was] just a collision that's occurred before midnight."

"[The Commodore driver was] just in the wrong place at the wrong time.

"I suppose it's a reminder to people to slow down and take care on our roads. We see too many of these collisions where families have to deal with it, not to mention police that attend."
