A toddler was filmed with a plastic bag over its head.
“The toddler has been located safe and well,” police spokeswoman Lee Thomson said.
“Police are currently speaking to a teenage girl in relation to the incident.”
A video obtained by Channel Nine news depicts a toddler struggling to remove a plastic bag from its face.
“We’re not child abusing them, we’re just teaching them discipline,” a male said in the video.
“Making sure they’re not dead, but they can’t breathe.”
Another video shows a male and a female saying they are the parents of the child.
“That’s our child, and you’re not going to teach us how to treat our child.”
