The 11 people killed in one of Victoria's worst rail crashes will be remembered in a memorial service marking 10 years since the tragedy.

A semi-trailer smashed into a Swan Hill-to-Melbourne V-Line train at a level-crossing near Kerang on June 5, 2007, killing seven adults and four children.

Another eight people were seriously injured.

The service will be held at Kerang Memorial Hall from 11am on Monday.

Gannawarra Shire Council Mayor Brian Gibson told AAP on Sunday it was "an important time to reflect on the past and for many to try and move forward with their lives".

"The day has been structured around supporting the victim's families and their privacy in remembering their loved ones and remembering how it changed many lives forever," he said.

"This incident made a huge impact on many of my local community members and has had long lasting effects on their lives."

Premier Daniel Andrews will be among those gathered to pay their respects.

"It was a very dark day and I'm sure many of us tomorrow when we are reminded of that anniversary through the media, we'll wonder where those 10 years have gone," he told reporters on Sunday.

"For the families directly involved, it will be 10 years of great hurt, great pain and great loss."

Truck driver Christian Scholl was charged with 11 counts of culpable driving over the deaths but acquitted by a Supreme Court jury in 2009.

Coronial inquest made 25 recommendations, including calling for improved signage and warnings for drivers approaching level crossings and better co-ordination between emergency authorities.
