THE states have failed to agree on a plan to restrict access and reclassify lever-action shotguns
Federal Justice Minster Michael Keenan said a ban on importing the guns including the controversial Adler lever action shotgun would remain in place until an agreement could be reached between the states.

The majority of the states had agreed but some held out, including NSW it is believed.
Meantime, a national gun amnesty will be launched next year to get illegal firearms off the streets.
Mr Keenan said the states agreed on the amnesty during a COAG meeting in Melbourne this afternoon.
It will allow people with unregistered firearms to hand them in but Mr Keenan said the amnesty would not target legal and licensed guns.
The states will be responsible for organising the amnesty for their residents.
It is expected to open by the middle of next year.
