Labor leader Mark McGowan has vowed to sack Perth Lord Mayor Lisa Scaffidi and the "dysfunctional" City of Perth council if he wins next March's state election.
Mr McGowan said it was "inconceivable" Ms Scaffidi was still defying a string of scandals that came to light in the past 12 months relating to undeclared travel and expenses.

The Lord Mayor has ignored public dissent and resisted widespread calls for her resignation since the Corruption and Crime Commission found she had engaged in serious misconduct by accepting undeclared travel and gifts.
Ms Scaffidi is currently in mediation with the Department of Local Government after it released a report alleging she had breached the Local Government Act 45 times by accepting prohibited gifts and failing to properly declare others between 2008 and 2015.
If the two parties can't come to an agreed position over the allegations, Ms Scaffidi will face a State Administrative Tribunal hearing, which could lead to penalties being imposed.
The allegations relate to Ms Scaffidi's attendance at 21 events during the seven-year period, including a BHP-funded $US36,000 business class trip to the Beijing Olympics with her husband Joe, and accommodation at an exclusive Broome resort paid for by property developer Hawaiian Investments.
Ms Scaffidi has continually denied any wrongdoing, maintaining her failure to properly declare gifts and travel was due to the City of Perth's flawed guidelines and policies.
"I am standing firm. I am not resigning, I am waiting for the SAT," she recently said in May about her position.

But after mediation with Local Government officials was adjourned on Monday until late next month, Mr McGowan said the saga had dragged on for too long and vowed to sack Ms Scaffidi and the entire council if elected next March.
"When that CCC report came down and showed the level of travel and perks and non-declaration and failure to comply with the rules and the findings of misconduct and the like, that did it for me," Mr McGowan said.

"Anyone else, anyone else ... if it was an MP they would be hounded out of Parliament.
"I find it inconceivable that it's been allowed to go on the way it has.
"I think it's over."
