A top Infrastructure bureaucrat has told a senate estimates hearing the road wouldn't get federal funding because there were concerns about the project's benefits, but Premier Daniel Andrews says it is going to get built.

"It's a great shame that the commonwealth government will again short change Victoria," Mr Andrews told reporters on Tuesday.
