It was a Sunday night when Shoukat Mohammed was found strangled to death, his feet sticking out of a wheelie bin in Redfern.

Now the NSW government has announced a $100,000 reward for information leading to the arrest of a man wanted over his 2003 murder.

Basheeruddin Mohammed, 33, came from the same town in India and had worked at the same cleaning company as Shoukat Mohammed.

The NSW Supreme Court has previously heard that Shoukat Mohammed, 31, was force-fed heroin and bludgeoned with a baseball bat, before being strangled.

His body was stuffed into a sleeping bag and dumped in a wheelie bin, where it was found by a passerby on June 29, 2003. Not long before his death, he had received $178,000 in a settlement over a workplace injury.

While one man is serving a minimum 20-year jail term for the murder, extensive police inquiries have been unable to locate another suspect, Basheeruddin Mohammed, who is believed to be in India.

He was deported for breaching his visa conditions before his alleged connection to the murder was uncovered.

Basheeruddin Mohammed has been listed as one of the state's "most wanted" since 2012. It is hoped the reward will prompt anyone with information on his whereabouts to come forward.

"This was a brutal crime and it is in the public interest that we apprehend this man quickly," the Crime Manager at Redfern Local Area Command, Detective Inspector Despa Fitzgerald, said.

"We are hoping the announcement of this reward is the motivation required for persons within the community with information to break their silence and assist police. We'd urge anyone who is aware of his whereabouts, or has any information that could assist investigators, to contact Crime Stoppers on 1800 333 000."

Basheeruddin Mohammed is described as being of Indian/Sub-Continental appearance, 165cm tall, with a thin build, and short black hair.

He is one of seven men on the state's most wanted list, including James Dalamangas (murder); Brady Hamilton (murder); Hakan Ayik (drug supply); Mohamad Maksoud (organised car re-birthing) and Darren Rispin (drug supply).
