An influential Tory MP says Australia and the UK must lead global efforts to combat Russian and Chinese interference in western democracies because the investigation into Russian meddling has neutered the Trump White House's ability to lead on the issue.

Conservative MP Bob Seely raised the matter with Foreign Minister Julie Bishop in London this week.

Writing exclusively for Fairfax Media, Mr Seely, who has just been elected to the British parliament's prestigious foreign affairs committee, said the Mueller investigation would only get worse for Mr Trump, diverting the US' ability to deal with threat of foreign interference.

"Things will soon worsen for the US president: watch this space. The battle to save his presidency will become all-consuming.

"The fallout will undermine the bipartisan approach," he said.

Mr Seely wants the conservative-led British government to lead efforts to combat Russia's so-called hybrid warfare. The Turnbull government has announced news laws to ban foreign donations in the wake of the Sam Dastyari scandal, when the now-disgraced Senator was exposed as having warned a Chinese donor that he may be under surveillance by Australia's spy agency ASIO.

Mr Seely says Australia's experience in trying to counter Beijing's ability to shape Australian politics will be vital for the UK, where the main threat is from Moscow. Britian's defence secretary Gavin Williamson says the Russian threat is greater than the one posed by terrorism. "Just five years ago, Russia was not seen as a real threat to our national security. We have to start talking about it. If we do not talk about it, people do not understand those threats," Mr Williamson told the Commons.

Mr Seely said the problem required a global response, and while China and Russia had their right to their place in the world it was "unnaceptable" for "authoritarian states" to "co-opt and corrupt individuals and attack our values."

"The UK Parliament should have a special role looking at Russian influence, both in the UK but globally,

"But Australia is critical too in examining the Chinese subversion template, especially in comparison with Russia’s," he said.

"The English-speaking world, with its traditions of Parliamentary sovereignty and rumbustious free speech, is again at the forefront of defending democracy against authoritarianism.

"It’s a global task for our generation of political leaders," he said.
