Police and family hold grave fears for the fate of a missing elderly woman and her daughter, who have not been seen for three days.

Isabel Stephens, 89, and her daughter Judy, 53, were seen leaving the Tatong Tavern together, and heading towards Benalla in Victoria's north east about 1pm on Sunday.

The pair was believed to have been travelling in a white Toyota Yaris, registration WAB580.

There are concerns for Judy, who has an intellectual disability and is dependant on insulin, requiring daily medication.

But there are also fears for the safety of Isabel due to her age.

Senior Sergeant Mark Byers told media in Benalla on Wednesday that fears for the pair were growing the longer they were missing.

"They were together on Sunday afternoon at Tatong, just for a social event," he said.

"But we've had unconfirmed reports post that, which have mostly been between Tatong and Benalla.

"After 1pm, no one has had any contact with them."

Isabel's daughters Helen and Barbie Stephens appealed for information at a press conference on Wednesday. 

They said the pair lived "very ordinary lives".

About 25 to 30 people from a range of agencies searched the area between Benalla and Tatong during daylight hours on Wednesday.

The search, which included the airwing, will resume early Thursday morning. 

Senior Sergeant Byers said the disappearance was "very out of character" and police were open to all possibilities about what could have happened to them.

"There's no specific focus of the investigation – all avenues of inquiry are being investigated."

Judy is described as Caucasian and 162 centimetres tall, with short dark hair and wears glasses.

Isabel is described as Caucasian, and the same height as Judy, with short grey hair and also wears glasses.
